Participation in the wholesale electricity market can only be achieved through membership of the Pool and by satisfying the terms of the Pooling and Settlement Agreement (P&SA).

Any party may apply to become a Pool Member. However, it should be noted that it is an obligation of the licence issued by OFFER that parties must become members of the Pool. In some instances parties may be exempt from holding a licence, however, they can, if they wish still join the Pool.
